China Updates Export Controls on Dredger Components: What Foreign Founders Need to Know
China's Ministry of Commerce and General Administration of Customs Announcement No. 51 of 2026 adjusts export control measures for dredger-related items. Foreign founders involved in manufacturing or trading these components must understand licensing and customs requirements.
China Adjusts Export Controls on Dredger Components
On October 19, 2026, China's Ministry of Commerce (MOFCOM) and General Administration of Customs (GAC) jointly issued Announcement No. 51 of 2026, introducing optimized and adjusted export control measures for certain dredger-related items. The decision, approved by the State Council, is based on the Export Control Law, Foreign Trade Law, Customs Law, and Regulations on Export Control of Dual-Use Items. For foreign founders operating in China's manufacturing or trading sectors, these changes may affect export compliance obligations.
The announcement, effective November 18, 2026, updates the Dual-Use Items Export Control List accordingly. Below is a summary of the controlled items and the procedural requirements for exporters.
Controlled Items Under the New Measures
The export controls target specific dredger components that meet defined technical parameters. The items are classified under export control codes 8A901.f.1, 8A901.f.2, and 8A901.f.3.
1. Dredger Mud Pumps (8A901.f.1)
Two categories of mud pumps are controlled:
- Complete pumps (8A901.f.1.a): Mud pumps that have both an inlet diameter of 0.55 meters or more and a maximum pump speed of 400 rpm or less.
- Key components (8A901.f.1.b): Parts specially designed for the pumps above, including:
- Pump casings (inner and outer) with an inner diameter of 1.3 meters or more (HS reference: 8413910010).
- Impellers with a diameter of 1.3 meters or more (HS reference: 8413910010).
Technical definitions: "Inlet" refers to the opening through which fluid or medium enters the pump during operation. "Pump casing inner diameter" means the diameter of the inner bore of the casing. "Impeller diameter" means the outer diameter of the impeller blade wall.
2. Dredger Dragheads (8A901.f.2)
Dragheads used in trailing suction hopper dredgers with a suction pipe diameter of 0.55 meters or more are controlled (HS reference: 8479109010). Technical note: "Suction pipe diameter" refers to the inner diameter of the draghead discharge opening.
3. Dredger Cutters (8A901.f.3)
Cutters used in cutter suction dredgers with a cutter ring outer diameter of 2.1 meters or more are controlled (HS reference: 8479109010). Technical note: "Cutter ring outer diameter" means the outer diameter of the cutter head base.
Compliance Requirements for Exporters
Exporters of the above items must apply for a license from the competent commerce department of the State Council in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items.
Additionally, exporters are responsible for the authenticity of customs declarations and must enhance identification of export items. The following rules apply:
- If an item is subject to control, the remark column of the customs declaration must state "属于两用物项" (belongs to dual-use items) and list the dual-use item export control code.
- If an item is not controlled but its parameters, indicators, or performance are close to the controlled thresholds, the remark column must state "不属于管制物项" (does not belong to controlled items) and provide specific parameters and indicators.
- If customs has doubts about the completeness, accuracy, or authenticity of the declared information, it will raise queries according to law, and the export goods will not be released during the query period.
Practical Implications for Foreign Founders
Foreign founders with companies in China that manufacture, trade, or export dredger components should review their product lines against the new thresholds. If your products fall under the controlled parameters, you must obtain an export license before shipping. Even if your products are not controlled, but have parameters close to the limits, you must provide detailed declarations. Failure to comply can lead to delays or penalties.
It is advisable to maintain thorough technical documentation and to train staff on the new declaration requirements. Given the effective date of November 18, 2026, companies have a short window to adjust their compliance procedures.
